I bought an AU3 Ex police car in Jan last year, and I don't know if it has IRS or not as it was optional on the Futura. Can I personally look for anything identifying underneath my car to tell if it has IRS or not?

unlikely.. very unlikely
Have a look under the rear. If the exhaust goes OVER the diff.. its not IRS. If it goes UNDER the diff... it is. Otherwise, stick a camera under there and take a pic.. then post it here. We can tell you in about 3 seconds if it is or isnt.

If you don't know what to look for does it really matter to you whether you have it or not?
If you have a live axle (Non IRS) it will have the diff with integral axle tubes going out to each side where the brakes are with coils on top - all one piece, this will be held to the body by 4 trailing arms (2 upper, 2 lower) and a watts link setup to restrict side-to-side movement. If you have IRS a cradle will mount to the trailing arm mounts and the axles will be able to pivot each side of the diff which is fixed to the cradle/body.
