Default 1996 Festiva - Air Con Relay Location? Or Something Esle?

Just helped the mother in law buy a new car. 1996 (WB) Festiva. Air con doesn't seem to work, so I'm trying to work through systematically. The dash switch is ok, so I want to find and check the relay works ok. But I'm buggered if I can find it. Haynes manual is no help.

I found two relays near the battery, but one of them is for the cooling fan. Other one, I'm not sure, but it's not the Air Con relay, as the wiring colours dont match that of the schematic in the Haynes.

I found three other relays hidden in the most ridiculous spot, under the pillar near the drivers feet. Access is near impossible so I can't get to them to pull them out and test them.

Anyone have any idea where the relay is hidden? If it's not the relay, I guess it comes down to the compressor itself, if the clutch isn't engaging?
